The shift key is not detected as released when opening Steam overlay
How to reproduce:
1. Open users attached project
2. Go to File > Build Settings and press Build
3. Open Steam
4. Go to LIBRARY and press ADD A GAME > Add a Non-Steam Game
5. Locate and add the .exe file of the build
6. Run the game on Steam
7. Press Shift + Tab to open Steams overlay
8. Go to "%AppData%\LocalLow\[COMPANY NAME]\[PROJECT NAME]" and open the Player.log file
Expected result: The shift key is detected as released
Actual result: The shift key is not detected as released
Reproducible with: 1.2.0 (2019.4.36f1, 2020.3.31f1), 1.3.0(2021.2.15f1, 2022.1.0b12)
Not reproducible with: 1.3.0 (2022.2.0a1, 2022.2.0a8)
