[MacOS] The Scene Pan Tool does not work when "Pan Focus Tool" and "Temporary Pan Tool 1" shortcuts are conflicting by default
How to reproduce:
1. Create a new project
2. Use the Scene Pan Tool with the Middle Mouse Button
3. Observe the Scene view
Expected results: The Scene Pan Tool works as intended
Actual results: The Scene Pan Tool does not work
Reproducible in: 2022.3.20f1, 2023.2.7f1, 2023.2.12f1, 2023.3.0b2, 2023.3.0b9
Not reproducible in: 2021.3.35f1, 2022.3.19f1, 2023.2.6f1, 2023.3.0b1
Reproduced on: MacOS 13.6.4 (M1, 2020), MacOS 12.7.3 (M1, 2020), MacOS 10.15.7 (2018)
Not reproduced on: Windows 11 Pro (23H2), MacOS 14.1.1 (M2 Ultra, 2023)
Workaround: Assign the "Pan Focus Tool" shortcut to another key bind
Notes:
* The Editor needs to be clicked on before the Pan Tool starts working in any version
* The original reporter states, that sometimes even in the 2022.3.19f1 Editor version the Middle Mouse Button is unresponsive (could not reproduce locally, but might be related)
* Extra test : When using the Pan too : Panning seems to work okay (when dragging with Mouse 0), but when clicking on an object (Left Click), it does not select it, but moves the mouse to where I clicked (If clicked on the object), which should also be conflicting as both are on Mouse 0 (action and clutch)
