The penetration state of a Sphere's Character Controller allow it to move right through a Cube
Reproduction steps:
1. Import attached project (ReproProject.zip)
2. Open "MoverScalePenetration" scene.
3. Enter Play mode.
Expected result: The sphere doesn't pass through the cube.
Actual result: The sphere passes through the cube.
Reproducible with: 5.5.4f1, 5.6.3p2, 2017.1.0b10, 2017.2.0b9, 2017.3.0a6
Notes: When the character controller exits another colliders trigger volume, OnTriggerExit is not called, even though it should be. Note that OnTriggerEnter is called when the character controller enters the volume.
