How to reproduce:
1. Create new project
2. Create new GameObject in Hierarchy Window
3. Add new any Component
Actual result: The padding at the bottom of each component in the inspector is larger when there is another component below it
Reproduced with: 5.5.5.f1, 5.6.3p4, 2017.1.1p4, 2017.2.0f2, 2017.3.0b2
