The order of Hierarchy is incorrect when RectTransform prefab was instantiated twice in 1 frame
How to reproduce:
1. Open the user's attached project
2. Open scene "Scenes/SampleScene"
3. Enter Play mode
Expected result: The newly generated objects are ordered correctly in the hierarchy
Actual result: The objects are ordered incorrectly
Reproducible with: 2021.2.8f1, 2021.3.8f1, 2022.2.0b3, 2023.1.0a5
Not reproducible with: 2020.3.38f1, 2021.2.7f1
Reproduced on: Windows 10
