The Orbit Tool activates instead of the View Tool in 2D Mode when the "Option" ("Alt" on Windows) button is held and dragged with the Left Mouse Button
How to reproduce:
1. Open the “View Tool Bug.zip“ project
2. Open the “SampleScene”
3. Go into 2D view
4. Hold the “Option“ (“Alt” on Windows) button and drag with Left Mouse Button
5. Observe the Scene view
Expected results: the View Tool is used, enabling panning to sides in 2D
Actual results: the Orbilt Tool is used, preventing panning to sides in 2D
Reproducible in: 2022.2.0a11, 2022.3.18f1, 2023.2.7f1, 2023.3.0b4
Not reproducible in: 2021.3.34f1, 2022.2.0a10
Reproduced on: Windows 11 Pro, MacOS 13.5.2 (M1, 2020)
Not reproduced on: No other environment tested
Note: In versions 2022.2.0a11, 2022.2.0a12 a Selection Tool is enabled instead of the Orbit Tool or the View Tool (with Alt + LMB) but the Orbit Tool enables with Alt + MMB
