The loading circle in the Package Manager is not aliased and appears jaggy
To reproduce:
1. Open the Package Manager window
2. Inspect the spinning circle
Expected: animation should be smooth
Reproduced in 2018.1.0b6, 2018.1.0b8, 2018.1.0b9, 2018.2.0a1
