The last accessed path of the project is shown when adding Package from a disc
How to reproduce:
1. Create a new project
2. Open the Package Manager
3. Press "+" in the top left corner of Package Manager Window -> Select "Add Package from a disc"
4. Navigate to any path
5. Close the project
6. Open any other project -> repeat 2 and 3 reproduction steps
Expected result: The local path of the project is shown
Actual result: The last accessed (global) path of the project is shown
Reproducible with: 2019.3.2f1, 2020.1.0a23
Notes:
- Could not test on 2018.4, because Select "Add Package from a disc" was not yet introduced

By design
