The import progress bar is not being filled proportionally to the imported amount when importing Assets
How to reproduce:
1. Create a new project
2. Import any Asset from the Asset store (for example, https://assetstore.unity.com/packages/2d/environments/free-platform-game-assets-85838)
Expected result: the import progress bar is being filled proportionally to the imported amount throughout the entire import process
Actual result: the import progress bar is always almost full after the phase 'Importing small assets' is finished
Reproducible with: 2019.3.0a1, 2019.4.17f1, 2020.1.17f1, 2020.2.1f1, 2021.1.0b1, 2021.2.0a1
Not reproducible with: 2018.4.31f1, 2019.2.0b10, 2019.2.21f1
