The Editor's Splash Screen isn't immediately moved when dragging with a Cursor on Windows
Steps to reproduce:
- Open any Project so that the Splash Screen is opened
- Try quickly dragging the Splash Screen by it's Edge
- Observe where the cursor ends up once the Splash Screen is actually moving
Actual results: When Dragging the Splash Screen, the Cursor doesn't immediately grab the Splash Screen and it takes a second for the operation to keep up visually
Expected results: When Dragging the Splash Screen Window the Cursor is located in the Splash Screen Window and not outside of it
Reproducible with versions: 6000.3.0b3, 6000.3.0b4, 6000.4.0a1
Not reproducible with versions: 2022.3.66f1, 6000.0.59f1, 6000.1.16f1, 6000.2.6f2, 6000.3.0b2
Tested on (OS): Windows 11
