The dropdown item is not highlighted when setting padding in .unity-base-dropdown__item and hovering the mouse over the label
Reproduction steps:
1. Open the attached “BugRepro” project
2. Open the “Assets/Bug.unity” Scene
3. Enter the Play Mode
4. Click on dropdown in the Game view
5. Try hovering over the text of each dropdown item
Expected result: The dropdown item is highlighted
Actual result: The dropdown item is not highlighted
Reproducible with: 6000.0.5f1, 6000.0.26f1, 6000.1.0a2
Not reproducible with: 2021.3.44f1, 2022.3.52f1, 6000.0.4f1
Reproducible on: Windows 11
Not reproducible on: No other environment tested
