The EditorWindow becomes uncontrollable when entering the Play mode while dragging it above the Game view
Reproduction steps:
1. Create and open a new project
2. Drag the Console window onto the Game view window
3. While holding it press “Command + P” to enter the Play mode
4. Try to drag the Console window
Expected result: The Console window is moving after the mouse
Actual result: The Console window is uncontrollable
Reproducible with: 2020.3.46f1, 2021.3.20f1, 2022.2.10f1, 2023.1.0b7, 2023.2.0a5
Reproducible on: Intel MacOS Ventura 13.1, Windows 10
Note: All modal windows (Console window, Inspector window and etc.) have the same behaviour.
