The build, created for WebGL, is always a development build
To reproduce:
1. Create a new project
2. Build and Run the project for WebGL, make sure the Development Build checkbox is off
3. In the browser, notice that it still says Development Build in the game
Expected: leaving Development Build checkbox off should not make a development build for WebGL
Reproduced in 2018.1.0a6, 2018.1.0b3, 2018.1.0b4
Did not reproduce in 2017.3.0p4, 2018.1.0a5
