[Texture Sheet Animation] "Cycles" should be hidden when frame over time is not using a curve
"Cycles" within the Texture Sheet Animation module should be hidden when using constant / random between two constants for "frame over time" as the frame doesn't change over the particle's lifetime.
Notes:
- no repro steps or project necessary
- not a regression, just a minor UI clean-up
