Texture Inspector Preview has horizontal and vertical scrolling mixed up
Reproduction steps:
1. Open the attached project "1188594_texture_scroll_bars"
2. In the Project window, select "tall texture" from the Textures folder
3. Zoom in the Texture Preview in the Inspector
Expected result: Texture can be moved vertically
Actual result: Texture can be moved horizontally
Reproducible with: 2017.4.33f1, 2018.4.12f1, 2019.2.10f1, 2019.3.0b8, 2020.1.0a9
Note: When using a wide Texture, it can't be moved horizontally
