[Android] Texture import settings option "Alpha is transparency" does not make color dilation for textures
Reproduction steps:
1. Open the attached project "textureReproProject.zip";
2. Open the scene "test";
3. Observe "Quad" in the scene;
4. Observe "textureAtlas" (Assets folder) Import Settings;
Actual result: color dilation is not applied to a texture (texture.jpg).
Expected result: color dilation should be applied to a texture because, in the texture Import Settings, "Alpha is Transparency" is enabled. Also, in Export Settings Override for Android is enabled and a format set to RGB Compressed ETC 4 bits.
Note: the issue appears both with .png and .bmp formats.

Not reproducible with: 5.3.0f1, 5.4.5p4
