Visual Element overlays Text Input in the Editor Window
How to reproduce:
1. Open the user's attached 'New Unity Project (3).zip' project
2. TestWindow > ReproIssue
3. Observe the text field
Expected result: TextField value is not overlayed by VisualElement
Actual result: TextField value is overlayed by VisualElement
Reproducible with: 2019.2.6f1, 2019.3.0b4, 2020.1.0a4
Couldn't test: 2017.4, 2018.4 due to namespace errors
