[TestFixture(x)] tests not shown if they are not encased within a namespace
Steps to reproduce:
1. Download and open the attached project
2. Open the Test Runner window
Expected result: 3 tests are available
Actual result: TestSuite1 is not visible due to it not being contained within a namespace, fails test run
Reproduced on 2017.2.3f1, 2017.4.3f1, 2018.1.2f1, 2018.2.0b5, 2018.3.0a1

Resolution Note (2018.2.X):
The new test templates in Unity include a namespace by default. This will not be fixed for the general case when someone creates a test fixture with no namespace
