As of 2019.3.0f3 (d719fa0632c6), the latest verified version of the Test Framework package is 1.1.8. The latest version included in the editor manifest however is 1.1.3. In 2020.1.0a15, the installed package version is 1.1.5 and in 2019.3.0f3 it is 1.1.3
Steps to reproduce:

Environment: Both Windows and Mac
Occurs on: 2019.3.0f3 (d719fa0632c6) and 2020.1.0a15
