[Android][Vulkan] Tessellation shader doesn't work on Mali GPU
Steps:
1. Build apk with Vulkan and install the apk on a Mali GPU phone, which supports shader model 5.0
2. Observe result with other devices/api
Expected and actual result please refer to attached picture.
Reproducible device: Samsung Galaxy Note 8 (SM-N950F, Mali GPU)
Reproducible in : 2018.2.0a1, 2018.1.0b8, 2017.3.1p1, 2017.2.1p4, 2017.1.3p1, 5.6.5p1
