[Terrain Tools] Visualization Shader in HDRP doesn't work with HDRP 10.x and above
Bug reproduced with Terrain Tools Develop branch at commit 36f1ae7d
Repro steps:
1. Use a project with HDRP 10.1.0 or higher and an HDRP pipeline asset set as the current
2. Create a terrain
3. Open the terrain toolbox and switch to "Terrain Visualization"
4. Change from "None" to "Altitude Heatmap"
Expected result: the terrain takes on the heatmap shader
Actual result: the terrain shader doesn't change and shader compile errors are printed to console
