[Terrain Tools] Utilities Splatmap: Flip horizontal and flip vertical are reversed
Repro
1. Import splatmap from terrain
2. Select "vertical" flip adjustment
3. Click "flip"
Expected: Splatmap image flips over the vertical axis
Actuality: Splatmap image flips over the horizontal axis
Fix: Rename and update the tooltip ("Select what axis to flip over")
