[Terrain] Tools still active when in the Terrain Settings tab (Specifically the Create Neighbor Tool)
Repro steps:
1. Create new Terrain
2. Select the Settings tab of the Terrain Inspector
3. Create Neighbor Tool will probably enable and you will see the Neighboring Terrain Handles while editing Terrain Settings
Probably shouldn't be doing anything with TerrainPaintTools when not in the Terrain paint mode (unless it's trees or details, of course)
