[Terrain Tools] Set Height tool is missing options that exist in set height tool without Terrain Tools package
Repro steps:
1. Use a project without terrain tools installed
2. Create a terrain
3. Switch to "paint terrain" and check the Set Height tool
4. Note that you can set the value to whatever you want, and you have a choice between local and world space
5. Install Terrain Tools
6. Examine the settings for the Set Height tool
Expected result: you can set the value to whatever you want and choose between local and world space
Actual result: no choice between local and world space, and you are stuck between values of 0 and 600
