[Terrain Tools] Noise: Filter and brush tool does not work correctly with brush rotation applied.
The noise filter does not work correctly with brush rotation applied. The Noise Field gets "scaled" instead of being rotated around the y-axis.
Repro
1. Select "Raise or Lower Terrain" brush
2. Add the Noise Filter
3. Rotate the brush
Expected: The brush mask and noise should both rotate together
Actuality: The noise get's stronger and weaker (depending on the rotation amount) while the brush mask rotates
