Terrain shape doesn't match the collision surface when Heightmap Resolution is set below 513 x 513
To reproduce:
1. Open attached project ("case_1199680.zip")
2. Press Play
3. Observe the Sphere Game Object
Expected result: The Sphere doesn't fall through the Terrain
Actual result: The Sphere falls through the Terrain
Reproducible in: 2019.3.0a5, 2019.3.0b12, 2020.1.0a14
Not reproducible in: 2017.4.35f1, 2018.4.13f1, 2019.2.13f1, 2019.3.0a4
