[Terrain] Resizing neighboring Terrains creates seams after heightmap is resampled
Repro:
1. Create 4 neighboring Terrains with the Create Neighbor Terrain tool
2. paint noisy height on each of them along the seams
3. go to each of their terrain settings and resize the heightmap to a smaller size
Expectation: no seams result from the resampling
