[Terrain] Normals don't appear around terrain holes
Reproduces in 2020.2.0b9.3373
Does not reproduce in 2020.2.0b8
Repro steps:
1. Create a terrain
2. Add 2 layers to the terrain with normal maps
3. Zoom close enough to the terrain to see the normal mapping
4. Paint holes onto the terrain
Expected result: the normal mapping remains
Actual result: the normal mapping stops working
