[Terrain] Neigbor Terrain outlines are incosistent/changing upon hovering cursor
How to reproduce:
1. Open attached "Speedracers" project
2. Open Scene "race_track_lake"
3. In Hierarchy select object Terrain and with Paint Terrain tool select "Create Neighbor Terrains"
Expected result: Neighbor Terrain outlines are shown consistently and only for selected Terrain
Actual result: Strange Neighbor Terrain outlines are shown in the Scene (possibly for all Terrains in the Scene)
Reproduced with: 2019.1.0a10, 2019.1.0a11
Does not reproduce with: 2019.1.0a9
