Terrain Layer settings UI elements overlap when a new Terrain Layer is created
Steps to reproduce:
- Create a new Unity project using the Universal 3D template
- Create a new Terrain (GameObject > 3D Object > Terrain)
- Click the "Paint Terrain" button in the Inspector window under the Terrain component
- Click the "Edit Terrain Layers..." button and select "Create Layer..."
- Select any Texture 2D (reproduction used "URP")
- Click on the newly created layer "NewLayer 1"
- Observe the Inspector window
Actual results: Warnings, text and color picker overlap in the Terrain Layer settings
Expected results: No UI elements overlap in the Terrain Layer settings
Reproducible with versions: 2021.3.51f1, 2022.3.62f1, 6000.0.50f1, 6000.1.4f1, 6000.2.0b3
Tested on (OS): macOS Silicon Sequoia 15.3

We acknowledge that the current Terrain system has a number of limitations, so we are currently investing in a large amount of discovery work to determine exactly what is needed most and how we can bring it to you at the quality level you have come to expect and address the most pervasive pain points in the most effective and efficient manner.
