Terrain is not visible in HDRP
To reproduce:
1. Create a new project with HDRP template
2. Create a terrain object
3. Observe that it is not visible in the scene
Expected: the terrain is visible in HDRP
Reproduced in 2018.1.0b7, 2018.1.0f2, 2018.2.0b3, 2018.3.0a1
Did not reproduce in 2018.1.0b6
