Terrain holes are not rendered in Build when the Shader Graph package is installed (built-in renderer)

To reproduce:
1. Open the project “IN-10461”
2. Build And Run
3. Observe holes in the terrain
4. Install the Shader Graph package into the project
5. Build And Run

Expected result: Holes are rendered
Actual result: Holes are not rendered

Reproducible with: 12.0.0 (2021.2.0b2), 12.1.7 (2021.3.6f1), 13.1.8 (2022.1.9f1), 14.0.3 (2022.2.0b1), 15.0.0 (2023.1.0a2)
Not reproducible with: 10.9.0 (2020.3.37f1), 12.0.0 (2021.2.0b1)

Reproduced on: macOS Monterey 12.4 (Intel)

Note:
- This appears to be a visual error only, as the terrain collider, navmesh, etc are respecting the hole area, and it appears to render correctly in the editor
- With 2021.2.0b2 - 2021.2.0b16 reproducible not every time

    I'm having the issue with Unity 2021.3.4f1 (Build-in RP) and Shader Graph 12.1.7, built with Windows 10 and 11.

    U2021.3.12, holes in terrain began to show up after removing Shader Graph (built-in renderer).

    This is still quite annoying and frankly shouldn't have even taken this long to resolve.

    Still not showing holes in 2021.3.11f1

    The bug is also active in version 2021.2.17 (Terrain Tools 4.0.3)
