Tab windows ignore taskbar location and overlap it when the tab windows are detached
How to reproduce:
1. Create a new project
2. Unlock Windows taskbar
3. Drag taskbar to the top of the screen
4. Detach a tab window (e.g. Scene) and maximize it
Expected: Tab windows don't go beyond taskbar
Actual: Tab windows ignore taskbar location and overlap it
Reproduced on: 2017.4.14f1, 2018.1.9f2, 2018.2.14f1, 2018.3.0b8, 2019.1.0a6

Resolution Note:
this is a by design issue where there's no priority on windows. It might need a huge effort to fix.
