Tab is not draggable until you make a change in Window Settings
To reproduce:
1. Open a new project;
2. Try to drag a Game Tab as shown in the attached gif.
Expected result: You can drag the Tab wherever you want.
Actual result: You cannot drag the Tab until you make a change (for example change Scale in the Game Tab).
Reproduced on versions: 5.6.0b6 - 5.6.0b8.
Not reproduced on versions: 5.4.4p1, 5.5.1p3, 5.6.0b5.
Bug introduced in version: 5.6.0b6.
