System.IO.File.ReadAllText throws "IsolatedStorageException: Could not find file" if the file does not exist
Steps to reproduce:
1. Open user attached project
2. Run the Main scene in the editor and notice you correctly get "FileNotFoundException"
3. Build a standalone player, run it and notice you now get "IsolatedStorageException"
Expected result: built player should correctly display "FileNotFoundException"
Actual result: built player displays "IsolatedStorageException"
Reproduced in: 2018.1.0a6, 2017.3.0b11, 2017.2.0p3, 2017.1.2p3, 5.6.4p3, 5.5.5p1, 5.4.6f3

Just saw the same bug in 2017.3.1f1. It doesn't matter what kind of file it is (I'm just trying to open a text file).
