[sw-unity-6-1] UI Toolkit Debugger's "Pick Element" functionality does not work when hovering on any Editor panel except the Game view
How to reproduce:
1. Create and open a new project
2. Open the Window > UI Toolkit > Debugger
3. Click on the “Pick element“ button in the UI Toolkit Debugger
4. Drag the mouse over the Editor and observe
Expected result: Hovered element will update the UI Toolkit Debugger Hierarchy
Actual result: UI Toolkit Debugger Hierarchy will not update
Reproducible in: 2022.2.0b14, 2022.3.56f1, 6000.0.35f1, 6000.1.0b3
Not reproducible in: 2021.3.48f1, 2022.2.0b13
Workaround: If you select a panel above the Hierarchy in the UI Toolkit Debugger it will start updating while hovering
Reproduced on: Windows 11 Pro (23H2), MacOS 15.2 (M1)
Not reproduced on: No other environment tested
