[SubEmitters] Nested SubEmitter doesn't work when emission is set to burst mode and time is set to 0.0
Repro steps:
1. Open Scene2 from attached project.
2. Select both particle systems in the scene and observe their simulation
3. The "Green: burst" one to the right should spawn a green burst particle emission at the top, but doesn't
4. Press Play
5. Often, the burst emission will not play. Sometimes it does.
Expected outcome:
Burst emission on a birth sub emitter assigned to a death sub emitter to always play, in both scene and game view.
Notes:
- Regression, works in 5.5.0p4
- Burst will inconsistently play.
