Straight horizontal or vertical quads with zero height or width are not rendered when expanded by vertex shader
To reproduce:
1. Open user's attached project ("shaderVertexDeformBug_compressed")
2. Open scene "zeroSizeMeshBug"
3. In Hierarchy window, select "TestGraphic" instance
4. In the inspector window, change Height parameter to 0
Expected: Red element is still visible
Actual: Red element disappears

Resolution Note (2019.2.X):
Low priority defect for the moment. This bug is unlikely to be fixed in the near future.
