[VR]Frustum culling of terrain trees/details occurs on objects that should be visible

How to reproduce:
1. Open the attached "VRTestSuite-Terrain project
2. Go to File --> Build Settings
3. Build and Run to device that has the bug reproducing (See below)

Expected result: Terrain trees/details should not be culled when they are visible
Actual result: Terrain trees/details are being culled when they should be visible

Regression introduced in - 2017.2.0b1
Reproducible with - 2018.1.0a5, 2017.3.0b10, 2017.2.0p2, 2017.2.0b1
Not reproducible with - 2017.2.0a4, 2017.1.2p3

Notes:
1.The issue is not visible with the headset on and only is visible on mobile device screens
2.Could not reproduce with Oculus Gear VR

Observed this issue on 2019.1.0b4 on Oculus Rift with Single Pass Instance stereo rendering.

Steps To Repro:

1. Open the project xr.xracceptancetests from git for lwrp-2019.1 branch
2. Build Setting > Player Settings > XR > Oculus
3. Build and Observe
