Standard Shader Parallax mapping causes graphical artifacts on the GameObject with smoothed normals when moving around the scene
How to reproduce:
1. Open the attached project
2. Move Editor Camera around in the scene and inspect StartingIslad GameObject
Expected: Standard Shader Parallax mapping shows appropriate values
Actual: Standard Shader Parallax mapping causes graphical artifacts
Reproduced on: 2018.3.0a4, 2018.3.0b12, 2019.1.0a11
Note: Could not test on earlier versions because of the broken prefab
