Standalone Player with "Development Build" option doesn't output the errors/warnings that the Player should
Reproduction steps:
1. Open "MinimalRepro" project
2. Build the Player with "Development Build" option enabled
3. Open the Player
4. Click on "Server start" 2 times
Expected Result: The "Development Console" pops-up and outputs the current errors
Actual Result: The "Development Console" doesn't pop-up when an error occurs
Reproduced with: 2018.3.0a9, 2018.3.0a1
Did not reproduce on: 2018.2.4f1, 2018.1.9f1, 2017.4.9f1
