[SRP] Material for first few frames do not have all the shader passes
Steps to reproduce:
1. Attached project
2. Open "test" scene
3. Enter player mode
4. Check Console window
Results: For the first two frames materials doesn't have all the shader passes.
Reproduced with: 2020.1.0a5 (SRP 7.1.1), 2019.3.0b4 (SRP 7.1.1)
Not reproducible with: 2019.3.0a10 (SRP 7.0.0), 2019.2.6f1 (SRP 6.9.1)
Note:
- The issue is reproducible with URP and HDRP
- The issue isn't reproducible with Default RP
