Sprite packer does not obey padding when "Allow Rotation" is enabled
How to reproduce:
- Open the attached project “IN-139653”
- In the Project window, select the “New Sprite Atlas” asset
- In the Inspector, ensure that Padding is set to 2
- Press the “Pack Preview” button and observe the preview
Actual result: Gaps between sprites are not even
Expected result: Gaps between sprites are even
Reproducible with: 6000.3.0b8, 6000.3.13f1, 6000.4.3f1, 6000.5.0b4, 6000.6.0a2
Not reproducible with: 6000.0.73f1, 6000.3.0b7
Reproducible on: Windows 11
Not reproducible on: No other environments tested
Note: Padding of ‘4' and '8’ reproduces the same issue in 6000.4 and newer
