Sprite-Lit-Default shader's Normal Map and Mask textures are not affected by Tiling and Offset values
How to reproduce:
1. Open the attached project (1270850.zip)
2. Open the "Main" scene
3. In the Project window select the "Mat" material
4. In the Inspector change the "Normal Map" texture's Tiling X value to 0.5
5. Observe the Unity logo in the Scene view
Expected result: The Normal Map of the sprite gets stretched out
Actual result: Nothing changed
Reproducible with: 2019.4.11f1, 2020.1.7f1, 2020.2.0b5
Reproducible with package versions: 7.3.1, 7.5.1, 8.2.0, 9.0.0-preview.55, 10.0.0-preview.55
Could not test with package versions: 4.10.0-preview (2018.4.27f1) (LWPR Doesn't have a 2D renderer)
Note: Reproduces on both Ubuntu 18.04 and Windows 10
