Spot Lights are not being rendered on Mali GPU with OpenGLES3
To reproduce:
1. Open the attached project;
2. Change Graphics API to OpenGLES3;
3. Build and run Lights scene on Mali devices.
Expected result: Spot lights are rendered correctly.
Actual result: spot lights are not rendered on Mali devices with OpenGLES3.

-Samsung Galaxy S9 (SM-G960U1), 8.0.0, CPU: Snapdragon 845 SDM845, GPU: Adreno (TM) 630.
