Speedtree Billboard rendering makes billboards Stretch and Flicker on the screen
How to reproduce:
1. Open the User attached project named "brokenTreeRendering"
2. Open the brokenTrees scene
3. Move around the Scene
4. Observe the trees in the Scene view
Expected result: No artifacts could be observed
Actual result: Trees start stretching when they enter their Billboard LOD level
Reproducible with: 2017.4.31f1, 2018.4.6f1, 2019.1.14f1, 2019.2.1f1, 2019.3.0a12

Resolution Note:
May reopen this if more users encounter the issue/steps are identified for inducing this issue in newly created assets; but as-is, the bug seems difficult to reproduce and has a workaround so I'm setting this as won't fix.
