Sorting Layers cannot be reordered
Reproduction steps:
1. Open a new Unity Project
2. Go to Layers -> Edit Layers...
3. Create a new Layer in "Sorting Layers"
4. Try to drag new Layer to place it before the "Default" Layer
Expected result: The "Sorting Layers" get reordered
Actual result: The "Sorting Layers" is not reordered
Reproduces on: 2019.2.0a12
Does not reproduce on: 2019.2.0a11, 2019.2.5f1
