URP Deferred GBuffer indicies for Rendering Layers and Shadowmask are swapped

How to reproduce:
1. In Unity Hub create a new “Universal 3D sample“ project
2. Open the project
3. Open “GardenScene“ scene in Assets → Scenes → Garden folder
4. Observe the Scene
5. Change PC_High_Renderer Rendering Path from “Forward“ to “Deferred“
6. Observe the Scene in Scene view

Expected result: Textures appear in The Scene
Actual result: Some textures in the Scene disappear

Reproducible with: 6000.2.0b1, 6000.2.0b5
Not Reproducible with: 2022.3.62f1, 6000.0.50f1, 6000.1.7f1, 6000.2.0a10
Could not test with: 2021.3.52f1 (does not have the Rendering Path feature)

Reproducible on: MacOS 15.5 Silicon (M1 Pro)
Not reproducible on: Windows 11
