Some post-processing volume overrides only update after a refresh when using HDRP

SRP Settings

Steps to reproduce:
1. Create a new HDRP project
2. Select the “Sky and Fog Volume” GameObject in the Hierarchy
3. In the Inspector add a “Color Adjustments” Volume (Add Override → Post Processing → Color Adjustments)
4. Enable Contrast, Hue Shift or Saturation
5. Set it to the max value
6. Observe the Game View

Actual result: Post-processing volume overrides are not visible until a refresh
Expected result: Post-processing volume overrides are visible immediately

Reproducible with: 6000.3.16f1, 6000.4.8f1, 6000.5.0b9, 6000.6.0a3, 6000.6.0a5
Not reproducible with: 6000.0.75f1, 6000.6.0a2 (64de5ee36373)

Reproducible on: macOS Sequoia 15.7.5 (M1 Max)
Not reproducible on: No other environments tested

Notes:
- Does not reproduce in URP
- Also reproduces with “Lift, Gamma, Gain”, “Tonemapping”, “White Balance”, “Channel Mixer”
- Does not reproduce with “Bloom”

    This is very easy to reproduce. Also effects Depth of field for us. Amazed this slipped passed QA. Still present in 6000.4.9.f1

    This issue is stopping us from updating our game to the latest Unity update.

    I have personally tested every version between 6000.4.3f1 and 6000.4.8f1 (latest at the time of writing), and I can confirm that this started happening 6000.4.4f1.
