Some normal maps has ripple effect and appears to be lower in quality when using default compression settings
How to reproduce:
1. Open the attached project ("case_1169679-Material regression.zip")
2. Open the repro scene ("repro_2019")
3. Notice that the object's side has a ripple effect
4. Select the object's normal map
5. See the ripple effect on the left side of the normal map
6. Open the same project with any 2017.4 or 2018.4 version of Unity
7. Inspect the same normal map and notice that there is no ripple effect in the normal map
Expected results: Normal maps look the same
Actual results: Normal maps look different when using default settings
Reproducible with: 2019.1.0a1, 2019.1.11f1, 2019.2.0b10, 2019.3.0a10
Not reproducible with 2017.4.30f1, 2018.4.4f1
Note:
Setting the normal map's compression to "High Quality" fixes the issue
